Yes, like Paulo said, interworking between entities must have mutual
agreement about the required features.
There are several means to carry DTMF(2833, INFO, KPML), each may be used in
some specific cases.

You cannot assume it. You gotta check in the particular SIP phone datasheet
what is (are) the supported method(s) for DTMF transport.

The options, with SIP, are:
Inband with RFC2833 - most SIP phones do support it as of today Outband with
INFO or NOTIFY - a small number of SIP phones support either one as of
today.

PS: some will say that RFC2833 is *not* an inband method. It is, in my
opinion. Because the RFC2833 method uses the RTP protocol, which handles
*media* and not signaling. And RTP is never forwarded to SIP proxies - while
SIP INFO (or NOTIFY) messages use to be routed through the proxy.

What`s your assumption for the function of INFO? 
The INFO itself does not have real functional meaning, the content of the
message and the call flow related is the key. Normally, INFO is used to
carry ISUP message for SIP-T.
