In both WWW-Authenticate and Proxy-Authenticate, Registrar may offer more
than one value for qop (qop="auth,auth-int").
So, comma seperated values are put within Double quotes.

But, Authorization and Proxy-Authorization are coming from UA/Proxy, so,
they are telling the Registrar which one(auth or auth-int or.. ) they have
used in generating "response". So, there can't be multiple values and
there's no need of having double quotes in these headers.
