This is the correct way to do it -- At this moment, the proxy is still processing Contact 1, and as a part of that, it must first attempt Contact 4 and then Contact 5. This method makes it much easier to configure SIP systems, as the q- values are only compared between contacts for the same AOR, and do not interact in any way with the q-values for other AORs.
