Did you look at TGREP? ftp://ftp.rfc-editor.org/in-notes/internet-drafts/draft-ietf-iptel-tgrep-08.txt It doesn't appear to address this problem at all. (I am assuming that the proxy does *not* keep count of the number of lines of the gateway that are currently in use, as that would be very difficult to do accurately.)
