The simple answer to your question is: you can't.

Offers and answers are distinguished contextually, and depend on both 
sides having a common understanding. You have set up a situation where 
that isn't the case.

What possible significance does Content-Language have wrt SDP, which is 
intended to be processed by an automaton based on a standard?
