Whats meant under domain ?
Like request-URI may have IP address too in host part of uri.
For example: sip:[EMAIL PROTECTED]  or [EMAIL PROTECTED]

How this check is done in real-world ?

Also is in real-life does implementations do RFC 3261 16.4 "6. 
Proxy-Authorization"  before Determining Request Targets as in RFC.
I think doing "6. Proxy-Authorization" in "Determining Request Targets" 
is right place, because you know in that place if proxy is responsible 
for the domain in the Request-URI.
