Dividing it in parts I think that UAC's behaviour is wrong:

- A UAC can receive multiples provisional responses 1XX (even if they are 
180/183) from different UAS.

- If those provisional replies include early media then a session is started, 
but not a dialog (just early dialog).

- If later a 200 OK from any other UAS is received the UAC should discard 
other replies and accept it as a confirmed dialog.

- There is no need of receiving a provisional response before a 200 OK, so the 
200 OK above is valid.

So IMHO the UAC should accept that 200 OK.
