It is true that sending a response that does not match a request is
out-of-specification.  It would also be useless, since the recipient
would throw it away, having no idea what its significance was.

Once an INVITE transaction is complete, a dialog exists, and if one
participant wants to terminate the dialog, it must use BYE.

In regard to 6xx responses in general, they have severe problems and
should only be used in very special circumstances.  See
