Content-Length, if present, tells the length of the complete body of the 
sip message. It doesn't include the sip headers. As someone mentioned, 
Content-Length isn't always required - e.g. in UDP where there is other 
framing that defines the end of the message. But it is needed in SDP.

It is the length of the SDP *only* if the SDP is the entire body of the 
message. If the message contains a multi-part body then the 
Content-Length is the size of the entire multi-part. In that case you 
must separate the parts of the multipart based on the boundary.
