To my best knowledge, the "Allow-Events: talk, hold, refer" was defined by
Broadsoft as a proprietary SIP extension for PBX features.

As to Shailesh's question, what do you mean by "phone don't respond to my
call at all"? Do you mean you don't receive the ACK for the 200 OK? If that
is the case, you should know that the ACK will send to your 200 Contact
header if no Route-Record presence. The difference of the two cases is that
one with the Record-Route and the other is not. Try to collect logs from the
Caller side to see where does it sends the ACK to.
