"480 Not Available" is ok but normally 480 has the text "Temporarily Unavailable".
You can't rely on the text being shown as "Not Available" to determine it was rejected for the DND reason. There is some discussion of the lack of DND standardisation in the following draft. http://www.ietf.org/internet-drafts/draft-elwell-bliss-dnd-01.txt But there doesn't seem to be a standard set yet.
