In a word - NO.

This is a policy thing, so you can't assume anything. (The impression 
the callee wants to give to the caller is governed by sociology, not 
standards.)

Do Not Disturb is a feature, or perhaps a number of different features. 
The user of the feature may have his own idea of the impression he wants 
to convey to the caller. At least the following are possible:

- 480: I want the caller to think I have my phone OFF
   or otherwise unreachable

- 403: I want the caller to know I'm refusing him now

- 486: I want the caller to think I am busy.

- 180 (without ringing my phone): I want the caller to think
        I am not near my phone.

IMO the caller should not be trying to figure out if the response is 
DND. It should simply be reflecting the response it got back to its user.
