There are also currently MUSTs concerning building requests within a
dialog.  Yes; per rfc3261, it is mostly for backward compatibility
reasons.  However security and race condition issues are often
additionally sited concerning responses.  Draft-ietf-sipping-update-pai
discusses some security aspects of sending identities within a response.
