   The '%' is valid; '$' is not.

Actually, '$' is a typo; the correct character is '~'.

   via-branch = "branch" EQUAL token

   token =  1*(alphanum / "-" / "." / "!" / "%" / "*" / "_" / "+" / "`" /
   "'" / "~" )
