I assume the only escenario in which this issue can occurs is when the CANCEL 
arrives to the UAS before the INVITE.


  21.4.19 481 Call/Transaction Does Not Exist

   This status indicates that the UAS received a request that does not
   match any existing dialog or transaction.


Note that 481 is also valid for not matching transactions, not just dialogs.
Of course we can say here that a CANCEL is a new transaction but since it's 
99% closed to the INVITE I think a 481 is a valid response.
