Sorry, I didn't want to mean "MUST NOT" but "doesn't need to".

Imagine a proxy RFC 3581 compliant that receives a request with sent-by 
hostpart equal to real source IP. Imagine this proxy replies without 
adding "received" parameter:
- This behaviour is RFC 3261 compliant.
- This behaviour is not RFC 3581 compliant.

So, maybe RFC 3581 is not just a SIP extension but a RFC 3261 update?
