   It makes no sense, a dialog mathing request MUST contain the SAME
   From tag, To tag and Call-ID of previous transactions in same
   dialog.  If a new request hasn't To tag then it's not an in-dialog
   request (so it's not a re-INVITE).

Exactly.  Since it has no to-tag, it is a dialog-forming request.  It
happens to have the same Call-Id as existing dialogs, but that can
happen as a consequence of forking anyway.  So it must be processed as
a dialog-forming INVITE.

In regard to the "transaction layer" and "core", etc., those are parts
of the model described in 3261, but are not prescribed components of
SIP processing, as they are not visible outside the SIP element.
