An SCTP association can be uniquely identified by the transport addresses used 
by the endpoints in the association. If two SCTP endpoints are both trying to 
INIT an association between them at the same time, is it a race condition? 
Should one of the INITs be ignored (init timer) and prevent an state change for 
the requester?
