Yes, it is the case you can see during offer/answer negotiations after the call 
is established.

UA can send a CANCEL for the re-Invite, followed by re-Invite getting 
terminated by 487.
Than the call should switch back to the case as if re-invite is never received.

Re-invite needing a human interface or not is up to the local policy.
some vendors give the access/some do not to the user.
