The SIP ABNF doesn't allow '#' as method name (INVITE, BYE...), as protocol 
("sip", "sips", "tel"...), as userinfo (bob@, bob:password;[EMAIL PROTECTED]), 
as domain part, as URI parameters (key or value) and as URI headers (key and 
value).

So yes, you must escape it for using it in:
- method name
- userinfo
- URI parameters (key and value)
- URI headers (key and value)

Note that hexadecimal escaping is not allowing in URI host part.
