Yes, it MUST be sent as %23. But "in practice, theory and practice
differs". We are constantly obscuring problems with Cisco, Quintum
and some other vendors' hardware which doesn't accept '%23' on
input. I can't tell whether is it device software problem or
setup problem, but this is so often that we had to invent special
options in softswitch to specify hosts that require "#" instead of
"%23" in incoming (to them) INVITEs.
