The behavior of sending RTP data on receipt of 200 OK response is normal. Once the final answer is sent, the offer-answer media negotiation is complete. Therefore RTP listening port can be opened just after sending final success response (200 OK) and on the other side RTP data can be sent right after receiving the final success response.
