   I think "Contact header field with zero..." means a Contact header
   with empty value, and not the absense of Contact header, don't you
   think?

Reading the words literally, it does mean "a Contact header with empty
value".  But read in the light of the *concept* of how headers with
lists of values are intended to be interpreted, "a Contact header
field with zero values" *means* "no Contact header".
