Yes, MESSAGE involves a non-INVITE transaction. The same occurs with other methods no defined in RFC3261 as SUBSCRIBE, PUBLISH, NOTIFY, INFO, REFER... You should implement the retransmission mechanism for MESSAGE based on non-INVITE transaction specified in RFC 3261.
