Yes, but that's exactly the point. According to RFC3261, a proxy not
supporting RFC 3326 could ignore the "Reason" header in an incoming
CANCEL and not include it the CANCEL it generates for the pending
branches. And it would be 100% valid since CANCEL is hop-by-hop.

This is why RFC 3326 states a new behaviour for "Reason" header in
CANCEL request (I assume).
