Its up to the implementation. 3261 does not mention about these adversarial cases!!
If it is Mandatory Headers it can respond with 400 or ignore the message. Regarding optional Headers it is up to the implementation. you can either accept the message and ignore the duplicate headers or ignore the request or 400.
