RFC 3261 section 7.3.1 indicates the following and lists a few exceptions:
"Multiple header field rows with the same field-name MAY be present in a 
message if and only if the entire field-value for that header field is defined 
as a comma-separated list (that is, if follows the grammar defined in Section 
7.3)."

Subject is not defined to allow multiples.
