There are two things to note:
Starting a timer, after sending a SIP message out    
1) From SIP transaction to SIP transport.2) From SIP transport.
If you start a timer just after deligating the message to transport layer, then 
you may be in trouble as you mentioned.
Ideally, once messages are sent out of transport (which inturn passes this 
succes report to transaction), only then you need to start the timer.

Hi All,

In SIP the transaction timeout value is 32sec. In case of TCP we can
create connection per transaction. So does this 32sec include the time
to establish the connection? If yes then TCP can take a max of
120sec(default) to establish the connection. Then isnt the timeout timer
value very less?
