Yes Rishabh. It is the timer that is present in the 2xx of SUBSCRIBE which takes precedence over what is specified in the SUBSCRIBE request.
Thus whenever you do a refresh, the expires value in 2xx response of refresh request shall take precedence. This thing will continue till the time either you get a notification about removal of subscription or you yourself send a SUBSCRIBE with expires as 0 or let the timer expire and don't do a subscription refresh.
