The following SIP URI can be "converted" into a TEL URI:

  sip:%[email protected];user=phone
  =>
  tel:#12345678;phone-context=national


However the following conversion is not valid since the resulting TEL URI 
doesn't respect the TEL grammar:

  sip:[email protected];user=phone
  =>
  tel:anonymous;phone-context=national  <-- INVALID
