RFC 3261 states that the SDP must be in the first "reliable" non-failure 
response (I forget the exact session) to the INVITE. Therefore, if the 180 is 
not sent reliably, then the SDP must appear in the 200-OK. It also states that 
the SDP in the 180 must be the same in the 200-OK.
