Attributes like Jitter, delay and throuput are determined as the RTP packets traverse the network. So these values cannot be set initially. Like in a very congested network, u could experience higher delays and jitters. For more information on jitter, delay, etc u can go through RTP protocol.

Jitter, delay will come into picture, during RTP. But is there an option to mention these QOS parameters during session establishment itself.
