They could, or not, and nobody cares. That is just a lazy MAY in the
specification. RFC 3261 never talks about dialog stateful proxies,
neither about B2BUA's (B2BUA's just "don't exist").

The above statement/suggestion has the same value as if the author
also adds "A dialog-stateful proxy, for example, MAY be blue or green,
but I prefer blue, the color of the Skyp... of the sky".
