Hi, Yes, Bob can accept, but to decode Video Bob system must be capable of decoding the codec offered in Video SDP.
He can answer with Send Recive for audio and Receive only for Video. As per offer answer RFC, an offer with "sendrecv" media stream can be answered with "recvonly", "sendonly" ,"inactive" Based on far ends capability.
