Maybe you could treat the call normally and answer it on your mobile phone and set the remote video stream to recvonly. Once the session was established you could reinvite the video leg of the call to your laptop. You'd need the SIP client on your mobile phone to send a new call to the laptop so it was ready to receive the video. In essence it would be a standard attended transfer operation but acting on only one part of the SDP.
