It is standard service related forking. The issue is that the caller likely won't keep both calls up after answer. And if the caller is willing to conference them somehow, the caller might not like the concept of one of the reached parties only supporting audio while another only supports video. Thus, you need to involve a B2BUA of some type for interoperability.
