This 200 OK here triggers un-register with registrar on IP1 and
re-register with proxy on IP2.

You definitely do not want to do that.
In general, an element processes a SIP message in very much the same way
regardless of the IP address from which it is sent. And a REGISTER is
providing information (the Contact URI) to the proxy that implements the SIP
domain that is the request-URI of the REGISTER. Sending the REGISTER to one
address or the other has the same effect.
