But Isn't it wrong that B2BUA sends out Request with Max-Forwards as 0 ( 
because 0 means that B2BUA was last entity. Shouldn't it send request with 
Max-Forwards as 70?? )

And if ACK received with Max-Forwards as 0, then B2BUA should forward request 
with what Max-Forwards Value?? (70 or 0)

Yes (in my opinion). If a B2BUA does not decrement Max-Forwards a request could 
end up in an endless loop.

Non-ACK requests should get 483 response. If the ACK matches a confirmed 
dialog, it should probably be forwarded. Somebody is doing something wrong if 
the INVITE had a large enough Max-Forwards value to get thru, but the ACK does 
not.
