Hi,
Refer to rfc 3262 section 3 UAS Behavior
If the request did not include either a Supported or Require header
field indicating this feature, the UAS MUST NOT send the provisional
response reliably.
Because any of Require or Supported header can indicate that peer
supports 100rel.
In below scenario UAS should send provisional response reliably.

Is it possible for a reliable provisional response to have an empty
Supported header and a Require: 100rel header at the sametime? In this case,
is the Require header supposed to have a higher priority than Supported
header, and thus PRACK should be sent anyway?
A sample 180 response is as follows.
SIP/2.0 180 Ringing
..........
Supported:
Require: 100rel
RSeq: 402604517
Allow: ACK,BYE,CANCEL,INFO,INVITE,OPTIONS,PRACK,REFER,NOTIFY,UPDATE
