RFC3515 defines the REFER method and the Referred-to header.
What is not clear from this RFC is how to populate this header.

RFC3515, ch 2.1 defines the syntax, but that doesn't give much information.

There are a number of example in chapter 2.1, but I fail to understand these
examples after reading this RFC.

The RFC contains in chapter 2.4.3 the following text
   The resource identified by the Refer-To URI is contacted using the
   normal mechanisms for that URI type.  For example, if the URI is a
   SIP URI indicating INVITE (using a method=INVITE URI parameter for
   example), the UA would issue a new INVITE using all of the normal
   rules for sending an INVITE defined in [1].

This text describes that the Referred-to can contain a URI parameter
(method=INVITE),
with some implied behavior. However I can not understand the above text
based on reading this RFC.

I hope somebody can provide some more explanation of how to understand a
Referred-to header.
