I am investigating about how Centrex work with SIP. If an enterprise
customer has a 2 different locations, how they call each other with short
numbers(4 digit) ? Which SIP headers are used for it? Is there a
standartization ? Does any one have a solution documentation? How the big
companies handle it?

One technique that works well for two locations is to set up a 
high-availability group of servers, with one at each location.  At each 
location, you arrange the SRV records for the SIP domain to prefer the local 
server over the remote server.  The difficult aspect of making this work is 
that the two servers need to exchange the registration data they accumulate.  
But the necessary logic is in the sipXecs open-source system, and is probably 
done in other SIP registrar/proxies that support "high availability clustering".
