Some casees in whicih the UA should send a PUBLISH:

a) The device is started so it automatically publishes "online" status.

b) An existing publication is about to expire, so the UA automatically
refreshes it by sending a new PUBLISH with "SIP-If-Match" header.

c) The human user explicitly wants to change his status to "busy" so
the UA sends a PUBLISH.

IMHO it's not so hard to understand these cases. It's more or less obvious.
