you can use Kamailio, which is open source and free. If you have 
Debian-like distro, it is very easy to fetch it from our repository:

Alternatively, you can install it from GIT repository:

The default config file come with a bunch of features, such as 
authentication, accounting, nat traversal, registrar and user location, 
SIMPLE presence server, TLS for secure communication - read the top of 
config file for more details.

If you prefer not to mess up setting yourself the SIP server from 
scratch, you can use the SIP:Provider CE, which is a full VoIP servicing 
platform that uses Kamailio as core component for SIP routing and has 
web interface for monitoring, administration (adding/removing users, 
etc.) as well as user portal. You can download it as Debian packages or 
image for VirtualBox or VMWare -- it is free as well, see more details
