RFC 6086 says:

7.2. Info-Package Header Field


   This document adds "Info-Package" to the definition of the element
   "message-header" in the SIP message grammar [RFC3261].  Section 4
   describes the Info-Package header field usage.

   For the purposes of matching Info Package types indicated in
   Recv-Info with those in the Info-Package header field value, one
   compares the Info-package-name portion of the Info-package-type
   portion of the Info-Package header field octet by octet with that of
   the Recv-Info header field value.  That is, the Info Package name is
   case sensitive.  Info-package-param is not part of the comparison-
   checking algorithm.

It seems to me that the Info-package-param should not be part of the
Recv-Info header or if it is it should be ignored because it can't be
used effectively anyway in that header.

My 2nd interpretation of the above RFC 6086 snippet is that the
Info-package-param is only useful in the Info-Package header.
Though I'm not sure.
what is the intention?  I mean what is the use case?

Could any of the authors clarify how the Info-package-param is to be used.
