If you delve into the grammar you can see that
characters which are not in character lists are "escaped".

For example:
user             =  1*( unreserved / escaped / user-unreserved )

All escaped characters start with %.
So for the '%' character, you have to have %25
or '^' is %5E

Subject: [Sip-implementors] Reserved Character List

Dear All,

            As per RFC3261 reserved characters are: ";" / "/" /
"?" / ":" / "@" / "&" / "=" / "+" / "$" /
","

            And Mark Characters are: "-" / "_" / "." / "!"
/
"~" / "*" / "'" / "(" / ")"

But I have question where other characters are consider in
reserved list OR unreserved list which are not in this list like "^" /
"%"
etc.

Thanks and Regards

Ronak Shah
