I suspect that any other SIP server in the world that tries to
look up "invalid-domain.net" will reach the same conclusion
as every other SIP server before it.

In that case, regardless of (a) or (b), a 604 seems appropriate
since trying elsewhere is not going to substantially increase the
odds of finding that domain.
