Hi Romel,

If the user(UAS) is not currently registered to the network means the 
user's(UAS) contact is not present in the location service. I think for such a 
case, proxy should send back 404 Not Found response.

As per section 16.5 for RFC 3261

"If the Request-URI indicates a resource at this proxy that does not
   exist, the proxy MUST return a 404 (Not Found) response."
