Hi All,
         I was just going through RFC 6228 for 199 response handling in case of 
forking. This RFC says forking proxy should send "199" response on early dialog 
in order to terminate same on UAC side.
         Generally this response will be created by forking proxy itself but in 
case if UAC requires "100rel" support in that case 199 response will be 
generated by UAS before sending any non-2xx response.
         Now consider scenario where "100rel" is required and no forking is 
taking place then as UAS will generate "199" response and will receive PRACK 
and will send non-2xx response after sending 200 ok of PRACK. Isn't it a big 
overhead on UAS side as frequency of forking will be very less in actual 
scenario as UAS will not be aware of any forking taking place?

I think the better solution is forking proxy should add any tag in INVITE 
request in order to convey same to UAS and UAS should initiate "199" response 
leg only in that case.
