Section 8.3 says:

   Nearly all characteristics of a media stream can be modified.

The details of what can be changed are presumably specified in the
rest of section 8.3.

In the terminology of RFC 3264, the fax stream is either "new" or it
"replaces" the audio stream.  Although the meaning of that distinction
is not tightly specified.  The only way to indicate that the fax
stream is "new" is to place it in the second position.  The only way
to indicate that the fax stream "replaces" the audio stream is to
place it in the first position.
