As indicated within RFC 3261 section 8.1.1, Max-Forwards is mandatory within all requests. However since Registrar and Presence Server act as endnodes, there is little reason to reject requests because of a missing Max-Forwards (especially since RFC 2543 did not require requests to contain Max-Forwards).
